WASHINGTON (Reuters) – U.S. Federal Reserve Chair Jerome Powell on Thursday repeated his pledge to keep credit loose and flowing until Americans are back to work, rebutting investors who have openly doubted if he can stick to that promise once the pandemic passes and the economy surges on its own.<\/p>

With vaccines rolling out and the government fiscal taps open \u201cthere is good reason to think we will make more progress soon\u201d toward the Fed\u2019s goals of maximum employment and 2% sustained inflation, Powell told a Wall Street Journal forum.<\/p>\n

But \u201ceven if that happens it will take substantial time…We want labor markets consistent with our assessment of maximum employment. That means all of the things,\u201d Powell said in reference to hopes for not only a low unemployment rate but wage and job gains that flow to minorities and others often left out of the first stages of an economic rebound.<\/p>\n

\u201cI want to be clear about this,\u201d Powell said. Even when conditions do improve, \u201cI expect that we will be patient.\u201d<\/p>\n

His comments, likely the last before a press conference on March 17 following the Fed\u2019s next policy meeting, set aside concern that a recent move up in U.S. Treasury yields might spell trouble for the Fed as investors push up borrowing costs the central bank wants to keep low.<\/p>\n

While Powell said the increase was \u201cnotable and caught my attention,\u201d he did not consider it a \u201cdisorderly\u201d move, or one that pushed long-term rates so high the Fed might have to intervene in markets more forcefully to bring them down, such as by increasing its $120 billion in monthly bond purchases.<\/p>\n

\u201cOur current policy stance is appropriate,\u201d he said.<\/p>\n

The yield on the 10-year Treasury note rose another 5 basis points as Powell was speaking and signaled no immediate move was imminent from the Fed to cap the increase.<\/p>\n

Some version of this message has been made by half a dozen Fed policymakers recently in the face of a surge in government bond yields that has seen the 10-year U.S. Treasury note yield climb by more than half a percentage point since the start of the year. It now stands at roughly 1.5%, triple what it was last August and roughly where it was before the coronavirus pandemic struck.<\/p>\n

The Fed chorus is all in an effort to explain away that move as showing confidence in the country\u2019s economic recovery, not evidence of damaging expectations about inflation to come or a full-on bet that the Fed would try to raise rates on its own to keep the economy from overheating.<\/p>\n

Instead, policymakers have pledged to keep their short-term policy interest rate near zero for perhaps years to come. They\u2019ve also promised to hold down long-term borrowing costs, key to consumer and business decisions to buy autos and homes or invest in new buildings, through the central bank\u2019s bond purchases.<\/p>\n

Some analysts thought Powell might in his remarks on Thursday nod to the Fed\u2019s ability to more aggressively intervene and increase its bondbuying if long-term yields keep rising.<\/p>\n

That he didn\u2019t might disappoint some, but served as a reminder that the Fed will stick to a new framework that puts a premium on job creation.<\/p>\n

It is a potential moment of inflection for the U.S. economy. Fifty-million people have been at least partially vaccinated against the coronavirus, the rollout is accelerating, and economic growth is expected to follow. Families are sitting on perhaps $1.5 trillion in extra savings they may be eager to spend once it is safe.<\/p>\n

Add to that a $1.9 trillion federal spending bill nearing approval in Congress, and economic forecasters expect potentially record-setting U.S. growth this year.<\/p>\n

In even the very recent past, that set of circumstances might have led policymakers to conclude inflation was sure to follow, and move to stay ahead of it by reducing the formidable amount of support currently provided to households and firms.<\/p>\n

But the Fed now sees inflation as a minimal risk, and has put more weight in its policymaking on achieving – and maintaining – maximum employment, the second of the two goals set for it by Congress.<\/p>\n

\u201cWe are committed to staying on the playing field until the job is done\u2026there is still a lot of pain out there,\u201d Powell said.<\/p>\n
