WASHINGTON (Reuters) – U.S. Representative Richard Neal, the top Democrat for tax policy in the House, offered only partial support on Thursday for President Joe Biden\u2019s plan to finance his $2 trillion infrastructure plan by raising taxes on corporations.<\/p> Neal, who chairs the tax-writing House Ways and Means Committee, said he is insisting that other funding measures such as bonds and expanded tax credits be included in the legislation that he expects his panel to begin writing within four to six weeks.<\/p>\n \u201cCongress will offer some suggestions. We will accept some of what he is proposing,\u201d Neal told reporters at a news conference in Springfield, Massachusetts, when asked if he supports Biden\u2019s plan to improve roads, bridges and other infrastructure announced on Wednesday.<\/p>\n \u201cIf we can improve upon the president\u2019s proposal, we want to do that,\u201d he added.<\/p>\n Biden\u2019s plan would raise the U.S. corporate income tax rate to 28% from 21% and make it harder for companies to use offshore tax shelters and other means to reduce their tax burdens.<\/p>\n It already faces stiff opposition from Republicans and some resistance among Biden\u2019s fellow Democrats, who narrowly control both the House and Senate.<\/p>\n Neal said his committee\u2019s first move will be to hold hearings to gather expert testimony. He pledged to \u201ctry pretty hard\u201d to secure Republican support.<\/p>\n \u201cWe\u2019re going to hear what people have to say on the pay-fors,\u201d Neal said. \u201cPresidents always give instructions knowing that when it gets to Congress, if you can improve on the proposals, they want to hear it.\u201d<\/p>\n Neal said he has spoken to Treasury Secretary Janet Yellen about his own approach, which includes \u201cnew market\u201d tax credits, a low-income tax credit and an expansion of others.<\/p>\n \u201cI intend to guard them in the committee,\u201d he said.<\/p>\n House Democrats say they hope to pass Biden\u2019s infrastructure package by July 4.<\/p>\n
