WASHINGTON (Reuters) -President Joe Biden plans to unveil a sweeping $1.8 trillion package for families and education in his first speech to Congress on Wednesday and argue that he has restored Americans\u2019 faith in democracy nearly 100 days after he succeeded Donald Trump in office.<\/p>\n

Biden will speak at 9 p.m. (0100 GMT Thursday) inside the U.S. Capitol, at an event scaled back this year because of the pandemic. He will use the speech to outline his priorities for the rest of his first year in office and provide a progress report on his record so far.<\/p>\n

\u201cNow, after just 100 days, I can report to the nation: America is on the move again, turning peril into possibility, crisis into opportunity, setback into strength,\u201d Biden will say, according to speech excerpts released by the White House.<\/p>\n

He will argue that the new spending and tax-credit package, which together with an earlier infrastructure and jobs plan, totals around $4 trillion, rivaling the annual federal budget \u2013 is a once-in-a-generation investment vital to America\u2019s future.<\/p>\n

The Democratic president will also plead directly with lawmakers to pass legislation to curb police violence, senior administration officials said on condition of anonymity.<\/p>\n

Biden will highlight repeated police killings of African-American citizens and years of entrenched racism, while honoring the service of the vast majority of officers.<\/p>\n

The plan includes $1 trillion in spending on education and childcare over 10 years and $800 billion in tax credits aimed at middle- and low-income families, according to a White House fact sheet. It also includes $200 billion for free, universal preschool and $109 billion for free community college regardless of income for two years, the White House said.<\/p>\n

The spending plans \u201creinvest in the future of the American economy and American workers, and will help us out-compete China and other countries around the world,\u201d it said.<\/p>\n

The American Families Plan and the infrastructure and jobs plan the White House introduced this month could represent the most significant government transformation of the economy in decades.<\/p>\n

\u201cWe have to prove democracy still works, that our government still works, and can deliver for the people,\u201d Biden will say. \u201cIn our first 100 days together, we have acted to restore the people\u2019s faith in our democracy to deliver.\u201d<\/p>\n

Biden faces stiff opposition to his agenda from Republicans who say his spending plans are outsized and would give the federal government too much control over the economy, and from some liberals who want him to take more aggressive steps.<\/p>\n

He addressed a key Republican critique, that he is not taking their views into account, in a session with TV news anchors at the White House hours before the speech.<\/p>\n

\u201cEverybody talks about, can I do anything bipartisan? Well, I got to figure out if there\u2019s a party to deal with. We need a Republican Party. … We need another party, whatever you call it, that\u2019s unified – not completely splintered and fearful of one another,\u201d Biden said, according to a tweet from CNN anchor Jake Tapper.<\/p>\n

The president is gambling that his spending plans, which are largely popular with American voters, can sway Republicans in Congress to cooperate with the White House.<\/p>\n

PROPOSED TAX OVERHAUL<\/h2>\n

To pay for the plans, Biden has proposed an overhaul of the U.S. tax system. Wednesday\u2019s \u201cAmerican Families Plan\u201d is funded by raising the top marginal tax rate for the wealthiest Americans to 39.6% from its current 37%.<\/p>\n

It nearly doubles the tax on investment income \u2013 known as capital gains \u2013 for Americans who earn more than $1 million. The $2 trillion-plus infrastructure plan is funded by an increase in corporate taxes.<\/p>

News of the capital gains tax proposal caused stock markets to drop briefly last week.<\/p>\n

The Biden administration says the tax reform plan is designed to reward work, not wealth, and \u201creform the tax code so that the wealthy have to play by the same rules as everyone else.\u201d<\/p>\n

Biden will use his speech to signal openness to bipartisan compromise on policing, speaking positively about negotiations on a reform bill in Congress.<\/p>\n

Republican U.S. Senator Tim Scott is due to argue that Biden\u2019s proposals are \u201csocialist dreams\u201d that will hamper long-term economic growth.<\/p>\n

\u201cOur best future won\u2019t come from Washington schemes or socialist dreams,\u201d said Scott, the sole Black Senate Republican. \u201cIt will come from you \u2014 the American people,\u201d Scott said in experts of his speech released ahead of delivery.<\/p>\n

He will also argue, according to a copy of his prepared remarks released ahead of his speech, that Biden is benefiting from an economic recovery for which his Republican predecessor, Donald Trump, set the stage.<\/p>\n

Biden will also discuss foreign affairs, how his administration has handled the coronavirus pandemic and the status of vaccinations.<\/p>\n

One senior congressional aide said Biden was expected to \u201ccome out hard on China,\u201d noting frequent calls to take a harder line against Beijing from both Republicans and Democrats.<\/p>\n

In his decades in elected office, Biden attended dozens of his predecessors\u2019 joint addresses to Congress. The scene he faces when he takes the podium at the House of Representatives during a pandemic will look very different.<\/p>\n

Just 200 people, mostly lawmakers plus a handful of representatives of other branches of government and family members, will attend the masked, socially distanced speech.<\/p>\n

That is a far cry from the more than 1,000 officials, friends and guests who typically gather for such a presidential speech.<\/p>\n

The nationally televised address, however, targets an audience far beyond the reduced-sized crowd on Capitol Hill. About 48 million people watched Trump\u2019s first address to a joint session in 2017.<\/p>\n

Republican Senator Mitch McConnell, the Senate minority leader, said ahead of the speech that Biden had not followed through on his promises of seeking unity and has tried to placate liberals instead.<\/p>\n

\u201cOver a few short months, the Biden administration seems to have given up on selling actual unity in favor of catnip for their liberal base, covered with a hefty coat of false advertising,\u201d McConnell said.<\/p>\n
